US Consulate in Morocco is Arrogant, dismissive and disdainful towards US citizens of Moroccan Origin.

As though it is not enough that The United States Image overseas & in the Muslim world in particular is in need of some luster and shine, the US consular officials in Morocco, one of the most liberal Muslim countries, are doing their best to further tarnish America’s image by equally mistreating US Citizens of Moroccan origins and Moroccan Citizens.

 

If you are unfortunate and have some business with the consulate, no one will answer your telephone calls and if you are insolent enough to call more than once and leave the phone ring several times; someone will answer the phone and forward your call to an answering machine, that will hang up on you.

 

Dismissive, arrogant and unresponsive attitude is generalized among consular staff.

 

If you show up at the consulate in person, it will be a throw back to the seventies; at the worst of a repressive era; A Moroccan police officer, at the service of the US consulate, barks loud orders for all people to line up in a tight row on the sidewalk in a street across from the consulate and you better be quick or you would be ejected from the line and sent away regardless of the nature of your business.
People walking by are bewildered by this unusual sight; a line of meek civilians in a sidewalk surrounded by police officers barking orders left and right.

When the time is up, you are sent across the street to a hired security guard sitting under an umbrella who will frisk you and send you across the street towards a set of windows on the outside wall of the US Consulate.
Once you get there you will be told by a local agent sitting behind a thick window to send an email to the consul and wait for his reply.

And, do not be in a hurry because your email will remain unanswered, or if you get a reply it will be generic and uninformative.

 

The experience and feelings at this sole point of contact between both Moroccan citizens & US citizens and the US Government is a disgrace and contributes greatly to further degrade the image of the US in Morocco, one of the most liberal Muslim countries in the region. The highhanded, dismissive and careless attitude towards all comers negates the efforts done by various ONGs, other US government agencies and the Moroccan American Communities in the states that work hard to build bridges between the two countries.

ibn battuta : The writer of the article kept stressing that Morocco is the most liberal country as if to suggest that America should treat us better because as he/she put it "Morocco is the most liberal country". This is nonsense. We are mistreated in Morocco by Moroccans. The Ministry of interior strips Moroccan citizens of their dignity everyday, so why in the world are you not complaining about that?
It is true that the arrogance is felt at the consulate, I give you that, but try to get a birth certificate at your local admistrative office and you will witness real arrogance.
Hell, call the Moroccan consulate in New York and hear for yourself.

I heard that when boats of Cuban refugees make it to the U.S. shores, they are quickly helped by the Coast Guard and the refugees are offered asylum and papers. When boats of Haitian refugees show up near U.S. shores, they are turned away or sent back to Haiti. Irish Resistance members are called freedom fighters. Palestinian resistance members are called terrorists. Scientists have been warning about the levies breaking in New Orleans for years, but no one cared; and when they gave way, Washington was joking about the local’s misery! A friend lost her 14 year old, U.S born Salvadorian daughter today, Sept. 26, in a hospital in El Salvador after two weeks in coma. No one cared!

racism and prejudice are live and well in America and all the rhetoric about the striving for equality, fairness, justice and all that jazz, is plain bull.

simonmz : I hear you load and clear; well said and described…it is actually embarrassing to see a country that’s pretending to be moving ahead but still having these domestic issues. The consular officials wither from the US or other countries are learning from the best though don't you agree? Isn’t that what happen in every government office in the country? Long lines, timeless waits and no results…until Moroccan government and the people start treating each other with some respect and integrity and become responsible toward their duties and jobs to better serve their country, foreigners will continue treating us as bad as our own government and people do.

bahrini : Moroccans have brought this treatment upon themselves; They have always looked down on each other and have repeatedly abused every little power they've had demonstrating and assuring the foreingers, Americans in this case, it is fine to treat Moroccans, despite their blue passports, with opression and disrespect. The American consulate will only do what they can get away with unless the Moroccan governement steps in and complains. After all, in their eyes, we are Moroccans before U.S citizens, not to mention the fact that they consider us Arab and Muslim potential treats even if some of us were born in Michigan or Utah. Personally, I had to take care of some business in the American consulate in France, and boy was I surprised by the welcoming treatment from both the French and the Americans. As an American, I truly feel welcomed around the world as soon as I show my passport at either an airport or a hotel for say. In spain, I was treated with unconditional hospitality, and even was advised not to cross to Morocco by some spaniards who believed I was American of Hispanic origin for I speak spanish fluently. A couple of days after my stay in Sevilla, I mentioned to those same spaniards I was of Moroccan origin, to my surprise they wanted nothing to do with me. NO hard feelings, I wanted nothing to do with them either.
In general, Moroccans need to build some self esteem and begin to respect each other all around before we can expect others to do so. Others will only treat us the way they see us treat each other. The job is not going to be easy as these symptoms have been rooted in us by our government first, and our families and society second.

newuser : I had a somewhat similar experience a few years ago; we were being barked at by a Policeman and ordered to stand in line. I was surprised that even the "Consulate cleaning lady" outside was shouting at everybody and telling us "Why are you here? When other people see such a huge line, they think we are giving away visas. Well, we are NOT giving away visas". Without missing a beat, a fellow Moroccan-American told her "hearing you talk like this, one would think you’re Clinton's wife!". A little funny incident that reflects the attitudes treated in the above essay. As for emails, I haven't seen received a reply yet. In the end, a few words to my brothers and sisters in the consulate, “Please treat us with humanity and respect. Thank you!”
 
Saramay123 : I had a question to ask the consulate in Casablanca via e-mail I got a response within 24 hours, they did update their website after the suicide incident, you must use their online appointment system and have a printout to take with you containing a bar code.

They have the same procedure here: I made an electronic appoint. before showing up at one of the INS offices in the States, took me a week to find an available date and time.
When I showed up there were 2 people in the waiting area, I had to stay outside until the exact time of my appoint.
I was frisked by 2 armed security guards, they didn't bark at me, I think the barking part has to be solved by the Moroccan officials, we seem to enjoy mistreating our own people, and it's our own fault.

I can’t imagine how humiliating to be barked at or thrown out of a line, many applicants come from other cities in Morocco. God help them if they’re missing a document, didn’t translate it to English, or brought the wrong picture size!!

My advise is to be patient and be informed if we want our things done.
One more thing they are strict especially with male applicants. To obtain a tourist visa for example males are required to present additional documents. I told my father the same thing: loose the macho attitude.

kitty123 : Dear American/Moroccan...we as Morocans are still behind the civilized countries when it comes to treating each other...so dont be affended if the US Consulate conduct such behavior when it comes to dealing with Arabs in General. Just look at Moroccan when the plane arrives to Morocco from N.Y they want to be the first ones to land the first ones to be on board...we are a nation of selfish...selfcentered people who never learned good manners. We never care about others!
I dont blame US Consulate for conducting such mesure to protect the Counsulate... I will be doing the same thing if people are bloowing themselves in front of theire door, so the rules applies to all...the Counsulate is US soil it's up to them to take you or to reject you...after all you need to learned how to take a number and stay in line like the rest of civilized people...
If we are dealling with Morocco's administration...we would be treated worse...there is no respect for average Moroccans, except if you belong to the famous families...you will have the priveledge to get ahead of anyone...so at least US gave you a chanse to learn some manners and to welcome you in theire land...try Europe or one of Europe's Counsulate in morocco. be happy for what is giving to you by the people of United States Of America...stop complaning...learn to be cool and patient...and act like an American, see and learn how to be positive in any situaton...and dont forget to smile.
 
skyhawk : To whoever wrote this article, did you ever bother to contact your member of the congress about it?

Nevermind that, did you ever ask the security person, or the consular officer sitting behind "the think window" for his name, stating clearly that you are going to report this to your member of the congress that the states is providing you with "POOR" service?

Did you ever write an email to the counsel in copying the Office of Consular Affairs in the department of state, also copying in the email your member of the congress, while expressing your concerns to the counsel about the treatment?

More importantly, did you ever vote in an American election? regardless what the outcome is? like my old boss used to say: If you don't vote, you shouldn't complain.

 
cervantes : Who are you guys kidding?- When did Moroccan learn how to make a line (An organized line). If they (US) consulate did not have a barking Moroccan policeman at the door you know what will happen. There will be �Fouda� as there is in every place you go in Morocco (Banks, train station, etc�). And YES, just because you spent enough years in the US and acquire a blue passport does not mean that you have passed the �Good/civilized� behavior test. Matter of fact, bad habits come back to some of those with foreign passports quicker than one would think. As for those who hold a different passport, I get the impression that they feel like they deserve a red carpet treatment when they are in Morocco. Let�s not kid ourselves- As much as we hate to admit it we have brought this on ourselves and our government does not have much to do with it. In addition, NOT everyone who adopts a new citizenship adopts the good qualities that should accompany that new citizenship. Let�s face it �NTOUMA Li Kat chouwho bena ou be bladna�-and then you cry why is our reputation so bad. Get REAL!!

wafaa74 : you touch on a subject that makes my blood boil.first the treatment buy our own consulate in new york i wont say much but it is a disgrace i had the misfortune of dealing with them and i am glad that it was not a facetoface situation other wise it would have been a disaster.as far as the American consulate in morocco i had some problems with them few months after 9.11,but it was taking care of only because i wont take any abuse from them ,the government is not going to do anything about it you have to do it for your self,do you think that it is by accident that they put local people at the door and give them orders to give the people knowing what the reaction from the public is going to be.know your writs and go for it,some of us have a problem with giving power to people that don't have any thats when the problem starts.be nice be polite but don't kiss nobodies behind.
 
ibn battuta : I forgot to mention one more thing to the gentleman/woman who wrote the article: carrying an American passport doesn't change the perception of people about who you are, in other words, there is a moroccan still in you. Furthermore, your plight(it's a strong word to describe your situation) pales in comparison with naturalized Americans, let's say from Lebanon who were treated differently during the war on Lebanon with Israel last Summer of 2006 when they were evacuated by the American Navy. Or, the case of Palestinians with American passports who return home and have to go through Israeli check points, they are humiliated by the IDF. So please stop the whining and let's discuss a more serious issue. You are in the eyes of America a foreigner no matter what color is your passport.

I have never been surprised to see other nationals treat Moroccan citizens condescendingly. Many of you have already mentioned to very root cause and that is plain and simple; if a Moroccan citizen goes to the local municipality for a needed o or missing document which he/she needs for a particular reason, he/she is always treated like �an animal� or even �dirt.� I have been there and the majority of us have been there. No one can refute this fact. The Universal Declaration of Human Rights mandates on all nations to treat humans with dignity and respect even if they are �enemy combatants,� much less the country�s own citizens. IT IS A SHAME! IT IS A SHAME! IT IS A SHAME. Humiliation is the very reason why we sought asylum in the U.S. and Europe. Isn�t this the naked truth?? We were all oppressed physically, psychologically, and economically, a sure way to live in hell. Go figure! Folks, do not let anyone disrespect you. Being docile and meek will make others step on you and your essence of being. Our Creator has said it in the most perfect vernacular close to the following: God will not change the lot of any nation until the citizens of the latter change their attitude for the better. Let us not fool ourselves by pretending that we are moving forward when we are allowing others to �crap� on us. Where is �Islam?� Or are we only pretending? Oops! I forgot. Islam is for the converts. Sorry! Where are those billions of dollars spent to educate generations only to find out that the latter are humiliated and mocked everyday of their lives. The American consulate may treat you like that, but at least they do not come in your face and shout like the janitor lady; I meant �Satin from Hell.� Nations such as Spain, South Korea, Japan, Taiwan, and Germany have all worked hard to gain the respect of the world. Others have chosen to condemn themselves to eternal shame and infamy.

chikrea : To answer a fellow wafiner above; I did go get a birth certicficate 2 months ago and it took all of 5 minutes once I knew which "mouqataa" to go to.

I also obtained my nat'l card and the issue there was our disorderly lines and definitely not the service on the part of the authorities. I was treated great and was told to come back in a week and that's all it took.

In terms of Americans on the Arab issue, I got wind of ill talk on us by people with whom I had worked for years; people that smile to my face... The right wing AM media along with FOX and others have contributed to the painting of all Arabs with a wide brush of negativity.

Let's just face it, we have a bad reputation and there's nothing we can do about it for now; these are some of the reasons that led me to leave the US and return to Morocco (along with the slow economy).
 
youssef74 : I sent an email to the US consulate in Casa last year, and welah I received a response back within 48h.

Ms Maghrawi, as some wafin members already mentioned, we should critisize Moroccan citizens and Moroccan Gov for humiliating ordinary citizens in every occasions.

As for the US consulate, they are threathened by those who are looking to blow up themselves and inflict damage on its compound. they have the right to protect it,even if that takes humiliating some citizens on the process.

Next time, make a U turn and don't wait outside its walls. You can do almost anything online or you can wait until you return to the state and take care of business.
If those Moroccan had some pride,they wouldn't have tolerated the humiliation and therfore had left

I don't think that you should be blaming the US consul for the bad treatement that you get from your own people. The Police officer, the security guard, the US agent, all those people are just a bunch of backward, jealous, and full of HAGRAA Moroccans. trust me my friend, I was never mistreated by an American, however I was mistreated plenty by Moroccans.Even yourself you were not mistreated by Americans, You were mistreated by Moroccans, because they are jealous of you. So next time you go there ,and a cleaning lady, or a police officer Bark at you, Shove that American Passport in there face, and tell them that I am a Moroccan Amerrican by grace of God, And you will help me,and there is nothing you can do about it.

knockoutfatiha : I am born American, who works for a Law Enforcment agency and has, and is still, serving in the Military. The U.S. Consulate has treated me in a most despotic manner. They had a chance to help me and my family while I go on active duty, and refused to do so, citing "insufficient evidence" that my request is valid (despite copious documents provided by me.) My congressmen, an fellow White Republican, was equally dissmissive. If I sound bitter, well.... I am.

I am dealing with the USA consulate since 98, and I always was satisfied with their service. ALWAYS, in meanwhile, I never witnessed 1% of their service in Moroccan consulate or somewhere else.

I totally agree with their new measures, Imagine yourself in Moroccan consulate and working in Kabul lolll.

batma : Everyone had a different experience with the same agency....so we cant judge based on everyone's experience.
All i know, speaking of passports it takes longer in the US than in Morocco that's for sure. And if you complain about long line in Morocco, go to any federal building in traveling season and you'll see what a long line look like....
I have to add also, and unfortunately we Moroccans arent not organised we have to have sombody to tell us what to do and where and how to stan in a queue. Just go to moul l7anout rass darb, you'll find yourself with three others and everybody wanna be served first or at least before than one of you....

The good thing about been an American is you can write your congressman about the service you got while abroad from the consulate. You dont have to keep saying I am Moroccan American, just say I am an American.
Due to the F*****g Terrorists that blew them selfs up in front of the consulate, gone are the days where you can just walk in, I know I have been a citizen for 15 years and I saw the gradual change.
I one consular employee was an a*****e, you should have asked for a name and a supervisor. Know your rights and remind them that they work for us and we pay their salaries.
Don't be scared speak up you are an American.
As far as order outside the consulate, we need it, as far as I can remember, we Moroccans we dont organise well when it comes to standing in line.

ahmed in la : In response to some of you that called for using their citizenship or passport to influence the consulate or its employees, Moroccan, American or other; be careful not to get too hostile or physical!

Established rules clearly state that U.S. laws will not protect you in case of trouble in your country of origin!
Imagine if the local police arrests you (Assault, battery, disorderly conduct, disturbing the peace,…) and a prosecutor decides to pursue the matter in court, rest assured that a judge will have the discretion to charge with a crime, to fine you or throw you in a Moroccan jail! That would SUCK, majorly!
P.S. There are definitely U.S. born Americans and other nations born citizens in Moroccan jails.
If their nationalities did not help them any, why should we think that our newly acquired citizenship would?
People even claim that the story behind the film: Midnight Express, actually happened in Morocco and that the facts were changed to protect the people involved. ALLAHOU A3LAM!
To be fair, I did recently deal with the consulate via e-mail and, although the process involved some diligence of my part, I did receive a response and the matter was taken care of.

whereto2008 : I f you have done nothing harmful to anyone why should you worry .it's their problem, America love its immigrants and they did prove it .at least 55 thousands each year comes to usa .they know who you are and why you are coming to their consulate because people are staring in morocco and have no jobs and our government ship children and student and women overseas to send money home in order to feed the starving government .I been mistreated many times by police and gendarme in morocco for no reason and I still have allergy anytime I see a police officer or going for job application in morocco . as an amazight we are ignored anywhere we go in morocco an example in Fes university if your are a Berber you fail the exams
Arabs are the worse and deadly brain poisoned human being I ever seen in my life and they love to see you starving to death.Morccan manager fired me from my job because I do not speak his language here in usa where he must speak English and if you have such strong hearth why should you come to usa and why our people act like sons of dictators, if you don't like the service don't go for it, it's easy

I was a bit annoyed by the exaggeration of the writer. First of all, the consulate is strict with everyone including WHITE BLUE-EYED Americans. I was there last December and I saw how the clerk in the outside window was saying to a white American that there is no chance to get into the consulate or even to have answers from him and urged her to contact the consulate via email.

The behavior of the police outside the consulate isn't news to us Moroccans. Ordinary Moroccans have always been ordered, delayed and even humiliated by the Moroccan authorities from Mouqata3a to 3amala.

Being a liberal country doesn't mean that some Moroccans have chosen or have been indoctrinated to become terrorists. Terrorism knows no nationality and it is totally understandable if the USA take strict measures to protect its own vital interests abroad and that of course includes its consulates and embassies.

From my own experience in the winter of 2006, I can say comfortably that I was treated humanely by both the Moroccan and the American officials in Casablanca Consulate. By the way, I'm not a US citizen yet. If things have changed after that, then that's beyond my knowledge.
 
Norma : Well, I personally had a very positive experience with the Consulate in Casablanca. My father had applied for a visa to come visit me, and he'd never get an answer whenever he inquired. He was treated poorly, and if I may say, he's somewhat of a personality in Morocco. So, it does not matter what your background is. I think it's all in the attitude. He suggested I'd send an e-mail to the Consul, which I did. I even sent a fax to make sure soemeone in there got it. I did not get a reply to either. However, my dad was contacted shortly thereafter and was given the visa. Attitude is KEY! Respect is KEY!

I must say, it is an interesting topic bringing few Moroccan unto a dialogue and the opportunity to express his or her opinion with regard of the subject matter.

The Writer of the article is mad that he or she had to wait for his or her turn to receive some type of service knowing that we live the era after the tragedy of September 11, 2001, which changed the whole American ideology giving the priority to the security of its personal working abroad.

Of Course, the writer has obtained the Bleu passport through a naturalization, which an accomplishment for many but it is not a way to fell special in the eye of the law or fell above other Moroccan trying to visit or to come and reside in the USA.

In the eyes of the law, every citizen can not live above others and the law most certainly, all equal until proven otherwise.

As mentioned in other opinions, the writer has the right to express his or her dissatisfaction with the service of the US Consulate in Casa Blanca; in addition he or she has the right to contact local representative to the US Congress and both Senators of the states where he or she resides.

Unlike Other place, someone somewhere would listen, read and give consideration to our concerns and complaints when they arise at the heart of democracy and freedom of speech.

The article is full of rage of a person who becomes a US citizen and one day found him or her self waiting in line with Moroccan Citizens for service at the US Consulate which treat all equally and no one is special.

I urge the writer to revisit his or her Daira for a birth certificate, Wilaya for a passport or try to obtain a visa
From the French Consulate in Fes not to forget a name of person working at that location for help and assistance, allot of money to bribe for his or her right and much courage to swallow his or her pride talking to a French service person treating Moroccan Citizens like trash.

A lot of us are happy and proud to be US citizen but it is not a way to be special and not better that the one that stayed behind the Kingdom Of Morocco

casany64 : its a very interesting topic and so far I never had any prior experience with the american consulate in my home land, but Ive never been subjected to mistreatment by local authorities either when I go back to morocco once a while .may be Im a rare case .
my question to my dear wafiners is: do americans and here I exclude moroccan or arab americans , do they wait in line as well and get the same treatment lets say if they r in morocco for visit or so???

The U.S consulate in Casablanca is just using the famous saying "When in Rome do as the Romans do". We, Morrocan, are not organized. We rush to enter the airplane although the seats are already assigned. We need to look at ourselves in the mirror before we start bashing the best country one dreams to live in. Allah said "INNA LLAHA LA YOOGHAYIRO MA BI QAWMIN HATTA YOOGHAYIRO MA BI ANFOSIHIM" which translate to "God helps those who help themselves". We keep wondering why we are treated badly meanwhile we forgot that we have left from Islam is just the name. When I go to Morocco I am shocked at the revealing clothes bought by Moroccan teenagers. I know Americans that do not allow their kids to wear such clothes. This is just a simple example. The list goes on and on...

Next time if you can afford it, get your paper done by USA consulate but anywhere else(mostly Europe), trust me you will receive a good service.
I get most of my paper done by Moroccan consulate
just by mail.
Moroccan administration is not as bad as you are pretending,
Have you eve try to contact a governement office in the state? they can leave you on hold for almost 15-20Mn and if you have any objections the costomer service agent will tell:Sir it's the LAW, then you will check the LAW(it's another story)and call and call...make an addition of your calling time and see.
Make a Doc.invite Evoyee Special and let theme film the US embassy (in WORK) in Morocco?

I am a American born citizen and my fiance is in Morocco, I myself have been to the US Consulate in Morocco and have been treated like a animal. Recently 2 Consulate Officers were thrown out of the Consulate, perhaps there were many complaints by other US Citizens facing the same problem with the attitude of these Consular Officers. I had personally spoken to Matthew McKeever at the Consulate and his answer to me was " call your Congress to complain, we don't get paid enough to take complaints". He is one of the people gone now and there should be a few more to go. I am one of many facing a problem with this Consulate because they keep denying Moroccans fiance/marriage visa's with Americans. It is now 3 years later and still no answer from USCIS.

So to the author of this post, not only do they treat US Citizens of Moroccan origin like this but also American US Citizens. And also they do not give any privacy in that Consulate, you talk through a window and everyone hears your story.

first because of what most arabs and Moroccans did to marry US Citizens to gain the Us Citizenship after 3 or 5 years. The the statistics in Moroccno shows fathers dumping thiere American kids and wives went back to Morocco to marry Moroccan girls its fact...it happend all the times so meeting a Moroccan on line is not a good idea if you want to marry Moroccan man look here...and ask them if the're citizens otherwise you will be taking for a nice ride to help a Moroccan guy then he will be bringin his entire family are you ready to sacrifice your energy and your time in this case US Embassy in Morocco is protecting your interest ...after all we have many guys out of work and looking for opportunities to escape Morocco for better life...Moroccan men are charming but they love Moroccan girls with passion after all they're from the same culture.

Never give it. regardless of where you come from, being a Moroccan citizen or an American (Moroccan) citizen, you are still the same person. How you carry yourself determines how others will treat you to a great extent. I do have a different perspective on this whole issue though. I think the American consulate is treating Moroccans (green or blue passports alike) with some kind of disrespect because if they treated Moroccans the same way government agencies here in the US treat regular citizens, the people in Morocco will notice the difference and that might serve as a wake up call for Moroccans to demand more respect from their Moroccan government agencies. That is why it is hard for people who have lived in the US. When we come back to morocco they can see the difference and keep reminding ourselves why it was the right decision to leave morocco. For those who keep bringing up racism in every subject discussed I say we are all racist in one way or another, and we can dedicate a whole section on this subject matter.

 
hamdolillah : im sorry to say that ,but when we give moroccan's job in other countries institution they love to put their moroccan touch of authority and power love, i got also this experience with other embassies ,thats only the moroccans who work there who love to mistreat us like they do in the other administrations and make u regret to born on this country when u ask for ur birth certificat,anyway this is another topic

You are commenting on waiting in lines and people barking at you? Well let me Bark even louder. Our Moroccan government is currently selling off all of our prime real estate to europeans, not Moroccans. The advertisements are on huge bill boards in London. They read prime real estate investment. They also say Moroccans will be available to maintain the property and do maid work, and yard work.
Instead of building houses for poor people in Morocco, they are making it impossible for the new generations to own any
property. Think about that! They probably got the idea from Americans. In California the latinos slave for rich Americans cleaning their properties. Now Moroccans are supposed to do the same.

tututu : I had that exsperience in maroc as a foriegner. everywhere I found barking mad dogs at places you wouldent exspect. like normal offices ect. they called themselves guardians. even the french consulate had them. also they dont answer phones either. The british were slightly more charming but just as frozen and creepy. I think thats the best word to describe those exsperiences as creepy creepy. otherwise weather great people nice.
