Personals Impot Taxes on a negative sale

I would like to ask on a legal issue. impot dariba taxes in Morocco. Who should we contact in case they over charged us on a property sale that was a big loss and the sale went through a notaire who paid the crediteurs himself, therefore there was no gimmicks. Please advise URGENT
The notaire couldn't do anything.
